1 To appoint a Chair for the Meeting
1.1 Councillor Sheard was appointed Chair for the meeting.

2c Exclusion of the Press and Public
2c.1 In accordance with section 100A of the Local Government Act 1972 (‘the Act’), the Licensing Panel considered whether the press and public should be excluded from the meeting during an item of business on the grounds that it was likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press or public were present during that item, there would be disclosure to them of confidential information (as defined in section 100A(3) of the Act) or exempt information (as defined in section 100I of the Act).
2c.2 RESOLVED - That the press and public be not excluded from the meeting during consideration of Item 3 onwards.
3 Tesco Express Licensing Panel Panel (Licensing Act 2003 Functions)
3.1 Licensing Officer Sarah Cornell introduced the application.
3.2 There were no questions from the panel, Licensing Authority, or applicant.
3.3 On behalf of the Licensing Authority, Emma Grant introduced a representation against the application.
3.4 There were no questions from the panel, Licensing Officer, or applicant.
3.5 On behalf of Tesco, Jeremy Bark introduced the applicant’s representation.
3.6 Councillor Cattell was informed that it was possible to buy alcohol at a self-service till, but all alcohol would have be acquired at a manned counter and kept behind a screen.
3.7 Councillor Helliwell was informed on the training of the door staff and the floor staff.
3.8 Councillor Sheard was informed that Tesco did not mention the CIZ in their application as they had discussions with the police regarding it.
3.9 Councillor Sheard was informed that the condition of all of the alcohol products being behind a screen was unique to this store and an example of meeting the requirements the authorities asked for.
3.10 Councillor Sheard was informed of Tesco’s commitment to minimising their impact on the area and confidence in these policies and conditions.
3.11 Councillor Sheard was informed that Tesco work with the police to find suitable locations for their stores and value their relationship with them.
3.12 Councillor Sheard was informed that 95% of customers buy alcohol as a secondary product with their food.
3.13 Councillor Sheard suggested a policy of only being allowed to buy alcohol with food products. Tesco did not agree to this condition.
3.14 There were no questions from the Licensing Officer or Licensing Authority.
3.15 Sarah Cornell summarised as the Licensing Officer.
3.16 Emma Grant summarised on behalf of the Licensing Authority.
3.17 Jeremy Bark summarised on behalf of the applicant.
3.18 The legal adviser did nor have any comments.
3.19 The chair called the panel to a close for decisions.
